I think there's a lot of emphasis these days with *submitting* posts to social bookmarking sites- especially now that Google changed its algorithm. But it's really the active participation which goes a long way towards making the effort successful. An inactive account can actually hurt your reputation.
The problem is that this all takes time. When you're trying to maintain your blog, Twitter account, Facebook and/or LinkedIn accounts, as well as comment on other sites, and guest post, etc ,etc there's very little time left to devote to too many other sites.
