There are at least 4 reasons to do so: (i) to ensure appropriate brand representation, (ii) to avoid marketing channel cannibalization, (iii) to keep the bad apples out (which will prevent smart affiliates from joining your affiliate program), and (iv) not to rely on TOS only (many affiliates won't read it anyway).
