When tweeting to another party, I generally recommend you to think of the first tweet as a CTA that prompts the other party to tweet back and engage with you in a conversation. Note that I didn't say "a meaningful conversation". Sometimes (commercially) meaningless conversations, like asking how someone's day has been, can help build relationships between you and the other party.
