There is not enough information to draw a meaningful conclusion. I'm not a big fan of making these kinds of projections in the first place, but what we need to know is whether the number of highly active Twitter users has dropped. If not, this data suggests the completely predictable trend of passionate users diluted by an increased number of passive users as Twitter gains popularity.
