Obviously, small business people who may be located anywhere in the world and may occasionally be out of cell phone range etc. while traveling can still be accessible. This is about being responsive more than anything else. Tweet back when someone tries to engage, respond to e-mails, return people's calls or, if unavailable at the moment due to a meeting or other issue, offer to Skype or get back via Google Talk or by some other means. But don't be one of those fake names with a stock photo head shot that obviously isn't you who never responds to e-mail and has no means of being reached by phone or even by instant message.
