"Maybe I'm naive, but it seems to me that the effort needed to prevent this activity is more than it is worth to stop it. Also, when it comes to search engine penalties, I tend to rely on the idea that the system is designed to reward those making the online environment a better place. So I wouldn't expect to be penalized for something I haven't done. I also think there is a huge difference between someone posting a portion of my article with a link back to me and simply stealing my stuff without attribution or link juice. Perhaps others don't see this distinction."
